As the ability says, Vitamin C has the ability to soften/liquify its opponents.
When liquified Tamaki enjoys cutting off limbs with a 1000 yen bill and torturing the victim.
If the victim can get away from the effective range of this stand its effects will dissappear.
In order to be affected by this ability one must come in contact with either Tamaki or Vitamin C's fingerprints.

As time passes the effect gets stronger, but it seems that Tamaki can also speed up the effects at will.
